Biju Expressway project launched in Odisha

Odisha government launched Rs 3,200 crore-Biju Expressway project, an economic corridor between Jagdalpur and Rourkela.

The project will be connecting four districts of western Odisha like Bargarh, Sambalpur, Jharsuguda, and Sundergarh with four KBK (Kalahandi-Balangir-Koraput) districts viz. Koraput, Nawrangpur, Kalahandi and Nuapada.

The proposed expressway project will also connect the border towns of western and south Odisha like Chandli, Boriguma, Nabarangpur, Papadahandi, Ambapani, Dharmagarh, Sinapali, Behella, Nuapada, Paikmal, Padmapur, Sohela, Bargarh, Sambalpur, Jharsuguda, Sundergarh, and Rourkela.

In the first phase of the project, 254km road will be converted to four-lanes and 402 kilometers to be two-lanes. In the second phase, 258km will be made four-lane. While the first phase of the project is scheduled to be completed by May 2017, the second phase completion target has been fixed by the end of 2019.

The state has already started 4-laning from Rourkela to Sambalpur (160km) through PPP mode while 4-laning from Sambalpur to Sohella via Bargarh (74km) to be funded by ministry of road transport and highways. The project entailing an estimated investment of Rs 3,200 crore will be funded by both the state and the Centre.

As the expressway would pass through one of the most backward regions of the state, KBK region, it would help boost its economy. Post completion of the project the travel time from Jagdalpur to Rourkela will be reduced to six hours from the current 13 hours.

Road ministry to undertake NHIIP

The Central Ministry of Road Transport & Highways has invited pre-qualification bids to implement road upgradation to 2-lanes of the Bhojpur-Chhatabar section of NH 200 under under Phase-I of National Highways Inter-Connectivity Improvement Projects (NHIIP).

PWD, Odisha invites RFQs for road widening project

The Public Works Department, Odisha has invited RFQs from potential companies for road widening project in the state.

The bids have been invited for four laning with paved shoulders of Sambalpur-Rourkela section of SH-10 from Km 4.900 to Km 167.900 in Orissa to be executed as BOT (Toll) project on DBFOT pattern. The project is estimated to cost Rs 1, 293 crore. Last date for the submission of RFQs is 14 November 2012.

Public Works Department, Orissa invites bids

Public Works Department, Orissa has invited bids from potential companies for widening of roads in the state.

The bids have been invited for the construction of two lane road from Tatkaposi to Deogarh from km 0.00 to km 45.10 including Gohira bridge and Patna bye pass from km 78.065 to km 82.65 of Dhenkikote-Saharapada road (SH-49) in Keonjhar & Deoghar district under Vijayawada-Ranchi Corridor in the state of Orissa. The Rs 115.56 crore project will be completed within 36 months. Last date for the submission of bids is 14 August 2012.

Funds approved for NH projects in Orissa

The Union Government has sanctioned funds worth Rs 364.10 crore in 2010-11 for the development and upgradation of national highways (NH) and other road infrastructure projects in Orissa.

A sum of Rs 10.25 crore will be spent on two-laning and four-laning of the NHs in the state, an expenditure of Rs 32.10 crore will be incurred in building bypasses of the length of five km at Deogarh, Borigumma, Jeypore and Koraput.

The feasibility study along with the preliminary project report and design has been completed for the four-laning of the 165 km Rourkela-Sambalpur state highway.

Works have been awarded for the 88-km Sambalpur-Lahurachati (NH-6) stretch; 130.05 km Talcher-Chandikhol (NH-200) stretch; 59-km Bhubaneswar-Puri (NH-203) stretch and the 269-km Panikoili-Rajamunda (NH-215) stretch. Also, survey work is underway for the 80.06 km Balasore-Jharpokharia (NH-5) stretch, 330.38-km Jamsola-Sambalpur (NH-6) stretch, 125.8 km Birmitrapur-Barkote (NH-23) stretch and the 264.72-km Manguli-Sambalpur stretch (NH-42).

Meanwhile, Rs 102.10 crore is likely to be spent in the current fiscal on strengthening of existing pavements on a stretch of 151.68 km network of NHs.

Work commenced on Angul-Budhapal road project

The strengthening and widening work of the proposed Angul-Chhendipada-Sarpal-Budhapal road in the coal bearing areas of Angul (Orissa) has begun with the first patch of road measuring 8 km (from 15 km to 23 km).

The total cost of the project is estimated at Rs 153.27 crore, which includes Rs 137.75 crore for the construction of 51.05 km of road and construction of a 4.5 km bye-pass at Angul at a cost of Rs 15.51 crore. The project is expected to be completed by December 2010.

Orissa plans to upgrade 250 km of roadways

The Orissa Government is planning to develop about 250 kms of roads in Malkangiri, Raygada, Ganjam, Koraput and Sambalpur districts. These road projects are likely to involve an estimated expenditure of Rs 400 crore.

The Union Government has agreed to provide the funds for five to six road projects in those affected areas and out of it, it has approved three. The roads which have been sanctioned are Samasingha (Sinduraparua)-Sambalpur, Parlakhemundi-Mohana via R Udayagiri and Gunupur-Andhra border via Kashipur. The Works Department of Orissa has sent the DPR for these roads to the Union Government. Work on these projects is likely to start after 3-4 months after the tender process is over.

Meanwhile, a team of the World Bank officials have visited the new road sites being taken up under Orissa State Road Project (OSRP). These stretches are construction of the 68-km Bhawanipatna-Khariar road, 95 km long Chandbali-Bhadrakh-Anandapur road and 41 km Berhampur-Taptapani road. After some delay in those projects, the works have finally taken off.

Under Phase I of OSRP, construction of 204 kms of roads is proposed to be constructed. Similarly, construction of 257 kms of road is likely to be taken up in the second phase of OSRP. This includes Taptapani-Raipanka road (68 km), Raipanka-JK Pur (83km) and Jagatpur-Chandabali (106 km).

Orissa plans modern bus terminals

The Department of Commerce & Transport, Orissa, has invited RFPs from eligible companies for developing modern bus terminals along with commercial facilities (malls, offices, food courts etc) at Bhubaneshwar, Cuttack, Sambalpur, Dhenkanal, and Angul on PPP basis.

The selected developer’s scope of work envisages designing, financing, constructing, operating and maintaining the terminal till end of concession period. The company will have to collect entry and parking fee from buses. It will be responsible to design, construct, finance and market the commercial facilities as well.

IL&FS Infrastructure Development Corporation is the project development advisor.
