Odisha sets up SSWCA to clear tourism projects

Odisha government has set up a Special Single Window Clearance Authority (SSWCA) to clear relevant tourism projects. The 13-member committee, headed by the Chief Secretary, can approve tourism projects with a maximum investment proposal of Rs 50 crore.

From now onwords, investors need not run from one office to another to get their projects cleared as the committee has members from different departments. It is also empowered to consult experts before giving approval.

Odisha to provide subsidy under new tourism policy

Under the new Tourism policy, the Odisha government will provide incentive schemes in the state. For the purpose it has divided the state into three zones for the purpose of administration of incentive schemes.

Zone A comprises of the municipal corporation area of Bhubaneswar, while Zone B includes rest of the state except KBK (Kalahandi-Bolangir-Koraput), Kandhamal and Gajapati districts and Zone A. The Zone C comprises KBK, Kandhamal and Gajapati districts.

Also, for setting up of any tourism projects in Zone A will get capital investment subsidy of 20 per cent, maximum upto Rs 20 lakh, for investments ranging from Rs 10 lakh to Rs 20 crore. For investment of Rs 20 crore and above the subsidy is 25 per cent (maximum upto Rs 30 lakh).

In Zone B, the policy offers 25 per subsidy with a ceiling of Rs 25 lakh on the projects worth between Rs 10 lakh and Rs 20 crore and for investment above Rs 20 crore, the subsidy is 30 per cent with a ceiling of Rs 35 lakh. In Zone C, 30 per cent subsidy on capital investment is offered with a ceiling of Rs 30 lakh for project within the range of Rs 10 lakh to Rs 20 crore while the subsidy for investments above Rs 20 crore is fixed at 35 per cent with a cap of Rs 40 lakh.

Tourism Dept. plans aquarium in Puri

The Department of Tourism, Orissa is planning to set up an aquarium project in Puri on PPP basis.

The department has, thus invited bids from potential developers for setting up the project. The bids in form of (Request for Proposals) RFPs have been invited for development of public aquarium on DBFOT basis at Puri – Konark Marine Drive in Orissa on PPP mode. The project is likely to spread over 20 acre with an operational period of 50 years. The last date for submission of RPFs is 29 January 2013.

Odisha to invite fresh bids for Shamuka project

The Odisha Government is likely to call for fresh bids for the Rs 3,500-crore Shamuka tourism project in Puri district in December 2012.

The Phase I bid envisages development of four five star hotels and a golf course hotels at the site. The state tourism department is likely to submit the contours soon to the state government for approval. Apart from five star hotels and an 18 hole golf course, the beach project will have facilities like a convention centre of international standards with a seating capacity of nearly 1,500 people, boutique hotels, international spa and wellness centres, an entertainment zone and sports facilities. The entire project is to be developed over an area of 3,000 acre on PPP mode.

Earlier, bids were invited for setting up hotels under this project. However, the interested players did not submit their financial bids citing economic downturn then. The selected bidders included Taj Group of Hotels and Resorts, ITC, Park Hotels, Ananda Spa, Emaar MGF, DLF etc.

Meanwhile, Industrial Infrastructure Development Corporation (Idco) will initiate steps for completion of internal roads while energy and water resources department are asked to ensure water and power supply by June 2013.
