Rukura irrigation project gets green signal

The Planning Commission has accorded clearance to the Rs 300-crore Rukura medium irrigation project in Sundergarh district of Orissa, to be implemented under the Accelerated Irrigation Benefit Programme.

About 5,700 ha of farm land is to be irrigated by the project. The land acquisition work is underway and the project is slated to be completed by 2014

According to sources, the tender work for the project and the construction of the model colony are in progress. Simultaneously, the rehabilitation and resettlement work is in advanced stages of completion.

Orissa seeks inclusion of 11 projects under Solar Mission

The Orissa Government has requested the Union Ministry of New and Renewable Energy Sources for inclusion of 11 solar power projects with a total generation of 64 MW under the Solar Mission launched by the Union Government recently.

Orissa Renewable Energy Development Agency, the nodal agency for promotion of renewable energy in the state, has sent the list of these projects and their developers to the ministry for this purpose.

The projects which are eligible for migration under the Solar Mission are Alex Solar (5 MW), Apollo Renewable Energy (5 MW), Photon Solar System (9 MW), Mahalaxmi Solar (10 MW), Enzen Global (5 MW), Lanco Solar (5 MW), RSB Energy (5 MW), Moserbaer’s grid interactive solar photo voltaic project (5 MW), Sunark Solar (5 MW), SREI Infrastructure (5 MW) and Sahara India (5 MW).

POSCO, OPTCL sign deal to draw power

POSCO India, which received Stage II clearance from the MoEF for its 12 million tonne steel plant at Jagatsinghpur in Orissa, recently signed an agreement with Orissa Power Transmission Company (OPTCL) to receive 24 MW power.

The power is to be utilised by POSCO for its construction activities at the plant site near Paradip as it has initiated various activities including infrastructure development to expedite the project work.

After making detail design and getting approval from OPTCL, the company is likely to begin the tower construction work to draw this power and the power supply will be operational from March 2012.

Work commenced on Angul-Budhapal road project

The strengthening and widening work of the proposed Angul-Chhendipada-Sarpal-Budhapal road in the coal bearing areas of Angul (Orissa) has begun with the first patch of road measuring 8 km (from 15 km to 23 km).

The total cost of the project is estimated at Rs 153.27 crore, which includes Rs 137.75 crore for the construction of 51.05 km of road and construction of a 4.5 km bye-pass at Angul at a cost of Rs 15.51 crore. The project is expected to be completed by December 2010.

Nabarangpur will have a Maize processing complex

LMJ International of Kolkata plans to set up a maize processing complex in Nabarangapur district of Orissa at an investment of around Rs 150 crore.

The company is likely to sign an MoU with the Orissa Government soon. The district administration has agreed to provide 125 acre for the purpose at Dhodra area in the district. While around 60 acre will be allotted in Phase I, the remaining 65 acre is expected to be provided in Phase II.

The maize processing complex is likely to help raise the income level of maize producers in the state through enhanced production as well as better processing and marketing.

New terminal to be set up at Bhubaneswar Airport

The construction work of the new domestic terminal of the Biju Patnaik Airport in Bhubaneswar, Orissa, is likely to begin soon.

The new terminal to be set up at a cost of Rs 144 crore is likely to have a capacity to handle 800 passengers, which includes 400 incoming and 400 outgoing passengers. Once the construction of the new domestic terminal is completed, this will be converted to international terminal.

Meanwhile, Naveen Patnaik, Chief Minister of Orissa, inaugurated a new parking lot at Biju Patnaik airport on 28 December 2009.

HCC bags Hindalco order for Lapanga project

Hindustan Construction Company (HCC) bagged an order worth Rs 108.73 crore from Hindalco Industries, Orissa, for pot shell fabrication works for greenfield smelter project at Lapanga, Sambalpur, Orissa.

The order is to be completed in 19 months from the date of issue of this order.

Around 160 companies bid for the AIIMS-type institutes

Indian Express reports, there is an unprecedented response for tenders for the construction of new All India Institute of Medical Sciences (AIIMS)-type medical institutions in Patna, Raipur, Bhopal, Bhubaneshwar, Jodhpur and Rishikesh.

Sources in the Ministry of Health and Family Welfare says around 160 construction companies joined the bidding making it more competitive.

Thanks to the incentive package, if the construction of the institute is completed within the stipulated time or little in advance of the scheduled time, the company would get benefit of Rs 10 crore at one stroke. As per the detailed project report, construction cost of each institution, which comprises the medical colleges and the hospital, is around Rs 300 crore and for the all the six institutes, the cost would be around Rs 1800 crore.

Phase II expansion of Gopalpur port to be delayed

The Phase II expansion of the Gopalpur port in Ganjam district is likely to be delayed by a year following the delay in receiving clearances from the Union MoEF.

The expansion entailing an estimated investment of Rs 950 crore, has not got the MoEF nod despite the request made to the ministry by the Orissa Government following the recommendation of the Orissa State Coastal Zone Management Authority.

The delay in the environmental clearance is attributed to the protests from the wildlife activists and environmentalists who fear that the port expansion will impact the Olive Ridley turtles which congregate every year at the Rushikulya river mouth, about 40 km from the port.

The Phase II expansion aims to raise the port’s capacity to 20 million tpa and was scheduled to be commissioned in 2011. A consortium of banks led by the State Bank of India, with others like Punjab National Bank, Bank of India, and Allahabad Bank is likely to fund the expansion.

Orissa planning biomass power projects

Shali Vahana Green Energy is setting up a 20 MW rice husk based power plant at Nimidha village in Dhenkanal district of Orissa.

The company is one of the eight developers who have signed MoU with the Orissa Renewable Energy Development Agency (OREDA), the nodal agency to promote renewable energy in the state, for bio-mass based power projects with aggregate production capacity of 90 MW.

So far, the company has completed more than half of the construction work and currently, the construction of the boiler is underway. The Orissa Government hopes to get the power generated from this plant by July 2010.

The other developers who have signed MoU are Satya Bio-Power Industry is likely to set up a 10 MW plant in Ganjam, AVN Power Projects setting up a 10 MW power plant in Kalahandi district and Prasad Bio-Energy planning a 10 MW unit in Raygada.

While Jaylaxmi Bio-Energy intends to set up a 10 MW plant in Nayagarh, another plant of similar capacity by Andhavarapu Bio-Energy is expected to be set up in Nawarangpur.

Besides, the State Technical Committee has approved the setting up of two more such projects with a combined generation capacity of 39 MW. This is expected to take the envisaged generation capacity in the bio-mass sector of the state to 129 MW.

Apollo to open hospital in Bhubaneshwar by January

Apollo Hospitals is setting up a 300-bed multi-specialty hospital in Bhubaneshwar, Orissa, which is expected to become functional by January 2010.

The company has spent Rs 120 crore on the hospital which is spread over seven acre. The hospital is to have 33 critical beds including neonatal intensive care units, five operation theatres including one dedicated to obstetrics and gynaecology and eight dialysis beds.

The company is likely to expand the hospital into a 500-bed one in the future.

According to sources, the company also plans to set up the Apollo Knowledge Health City spread over 100 acre. However, the location and other details for this project are yet to be worked out.

Orissa plans modern bus terminals

The Department of Commerce & Transport, Orissa, has invited RFPs from eligible companies for developing modern bus terminals along with commercial facilities (malls, offices, food courts etc) at Bhubaneshwar, Cuttack, Sambalpur, Dhenkanal, and Angul on PPP basis.

The selected developer’s scope of work envisages designing, financing, constructing, operating and maintaining the terminal till end of concession period. The company will have to collect entry and parking fee from buses. It will be responsible to design, construct, finance and market the commercial facilities as well.

IL&FS Infrastructure Development Corporation is the project development advisor.
